Background / Decision Summary:

A decision was taken on 15 December 2023 to consult on a revised Community Infrastructure Levy (CIL) draft Charging Schedule and its supporting viability sensitivity testing evidenced base. However, an error in the evidence based needs to be corrected and consequently, the schedule needs amending to align with the evidence base.

As per the errata addendum, evidence pertaining to retirement/sheltered accommodation in green field locations was incorrect. The errata addendum now evidences that all such accommodation should be nil rated for CIL. The amended CIL charging schedule out to consultation has been updated to reflect this.

 

Options Considered:

·        To publish the errata addendum and amended CIL draft Charging schedule for consultation

·        To not publish the errata addendum or an update to the CIL draft charging schedule.

Options Rejected:

·          To not publish the errata addendum or an update to the CIL draft charging schedule.

Consultation Process:

Consultation on the CIL draft Changing schedule and sensitivity testing evidence base commenced on Monday 18 December 23 – 24 January 2024. Given the errata addendum and proposed amendment to the schedule, an extension to the consultation period to 31 January 2024 is proposed.
